Family Services Manager

Job Responsibilities:




This position is responsible for managing the Head Start program's family services.




  • Manages the work of Family Advocates in the recruitment and enrollment of clients.


  • Serves as a resource for staff and provides assistance in the implementation of family partnership plans.


  • Participates as an active member of agency management teams and groups.


  • Coordinates and facilitates monthly family services events, including family training programs.


  • Promotes family engagement.


  • Conducts new staff orientation and Lead Teacher training sessions.


  • Develops and implements staff development strategies.


  • Completes family services self-assessments; manages a continuous improvement plan.


  • Manages grant funds and completes required grant reporting.


  • Manages the parent activity fund.


  • Develops community partnerships.


  • Represents the Children's Center to the public and community organizations.


  • Performs related duties.




  • Knowledge of child development and early childhood education principles.


  • Knowledge of Head Start performance standards and the Head Start Act.


  • Knowledge of grant and budget preparation.


  • Knowledge of agency policies and procedures.


  • Skill in the delegation of responsibility and authority.


  • Skill in the operation of computers and job related software programs.


  • Skill in decision making and problem solving.


  • Skill in interpersonal relations and in dealing with the public.


  • Skill in oral and written communication.




The Head Start Director assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.




Guidelines include Head Start performance standards, the PFCE Framework, Head Start Fatherhood Initiative guidelines, and Children's Center policies and procedures. These guidelines require judgment, selection, and interpretation in application. 




  • The work consists of varied management and supervisory duties. Strict guidelines contribute to the complexity of the position.


  • The purpose of this position is to manage the agency's Head Start family services programs and services. Success in this position results in the efficient and effective provision of services to children and their families.




  • Contacts are typically with co-workers, other agency personnel, children and their parents, representatives of state agencies, business leaders, law enforcement personnel and probation officers, and members of the general public.


  • Contacts are typically to give or exchange information, to resolve problems, to provide services, or to motivate or influence persons.




  • The work is typically performed while sitting at a desk or table. The employee occasionally lifts light objects.


  • The work is typically performed in an office.



    This position has direct supervision over Family Advocate (6) and Home Visitor (2).




  • Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.


  • Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years experience or service.


  • Possession of or ability to readily obtain a valid driver's license for the type of vehicle or equipment used.
