Human Resources Generalist

Job Responsibilities:


The human resource specialist performs duties at the professional level in some or all of the following functional areas: employee relations, training, recruitment and benefits management.. This position requires an extremely perceptive person who is capable of relating to individuals at all levels within the organization. The specialist must be sensitive to corporate needs, employee goodwill and the business needs.

Essential Functions

  1. Maintains all employee and applicant documentation as dictated by governing agencies.
  2. Manages and tracks all employee disciplinary action.
  3. Maintains and processes all Unemployment Notices of Entitlement and potential charges in a timely, efficient manner. Attends unemployment hearings when necessary.
  4. Monitors vacation, sick, and holiday use to payroll procedures. Maintains and distributes report of same.
  5. Maintains employee personnel files.
  6. Maintains, updates and distributes the employee phone list.
  7. Ensures compliance with USCIS Form I-9 Employment Eligibility Verification; periodically audits Forms I-9.
  8. Distributes and monitors employee performance evaluations and ensures they are done in a timely manner.
  9. Reports, maintains and monitors all workers' compensation case files; follows-up on open cases.
  10. Conducts new hire orientation.
  11. Monitors employee eligibility for benefits plans. Reviews benefits with employees and processes enrollment, cancellation or changes.
  12. Organizes and manages annual open enrollment communications and election process.
  13. Maintains and distributes list of new and cancelled employees under each benefit plan. Verifies benefit billing accuracy and processes for payment.
  14. Maintains and coordinates employee recognition programs.
  15. Partners with hiring manager to determine staffing needs.
  16. Screens resumes, administers appropriate assessments and reference/background checking, makes recommendations for hire (or not hire) and delivers employment offers.
  17. Manages internal transfer process, including screening, coordination of interviews with hiring manager, transfer offer letters, etc.
  18. Manages current candidate activity in the applicant tracking system.
  19. Manages application/resume file and retention according to company policy.

Work Environment

This job operates in a professional office environment. This role routinely uses standard office equipment such as laptop computers, smartphones, photocopiers, filing cabinets and scanners.

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

While performing the duties of this job, the employee is regularly required to talk or hear. This position requires the ability to occasionally lift office products and supplies, up to 30 pounds.  Specific vision abilities required by this job include close vision and ability to adjust focus.  

Position Type/Expected Hours of Work

This is a full-time position.  Typically days and hours of work are Monday through Friday, 8:30 a.m. to 5:30 p.m.  There will be occasion for later work hours and weekend work.


This position requires travel between all 8 Centers located in Suffolk, Franklin, Courtland and Smithfield.


Job Qualifications:

Required Education and Experience

  1. At least one year of prior recruiting experience.
  2. At least three years of prior human resource experience.
  3. At least two years supervisory experience.
  4. Must have knowledge of principles and practices of Human Resources as well as knowledge of state and federal labor laws and regulations.
  5. Associate’s Degree in Business Administration, Human Resources or related field.
  6. Must be able to perform intermediate computer applications utilizing Microsoft Office (Word, Excel)
  7. SHRM-CP or PHR credential.

Preferred Education and Experience

  1. Bachelor's degree, preferably in human resources.
  2. HRIS experience.
  3. SHRM-SCP or SPHR credential.
  4. Two years experience with high volume recruitment.
  5. Experience with Head Start Performance Standards in regards to recruitment and hiring.
