JOB SUMMARY

 

The family advocate creates, provides, and coordinates services and activities with families and communities that foster strength, healthy living, advocacy skill development and overall well-being. They also provide support in a case management style and act as a liaison between families, staff, the community, and other family-related services

 

MAJOR DUTIES

 

 

  • Engages families in establishing a trusting, collaborative, relationship in order to build partnerships.

     

  • Respects the diverse values and cultures of the families served while promoting the agency mission and core values.

     

  • Assists families in the Head Start enrollment process, as needed.

 

  • Conducts outreach activities to recruit prospective families.

     

  • Manages assigned cases and conducts regular case reviews to promote positive family outcomes.

     

  • Documents and maintains related records and  reports  as required by all applicable regulations.

     

  • Develops the Individualized Partnership Plan with families and tracks family progress on goals.

     

  • Conducts the family services home visits to facilitate family wellness, school readiness, and PFCE outcomes.

     

  • Assists parents in the acquisition of required health documents.

     

  • Completes child health screenings as assigned.

     

  • Assists and provide support to parents on a variety of issues and concerns.

     

  • Makes routine monthly follow-up contacts with families.

     

  • Links  parents to  community resources; makes and follow up referrals.

     

  • Assesses family strengths and assists families in developing strategies to use their strengths to achieve positive PFCE outcomes / school readiness.

     

  • Conducts and aggregates family assessments and parent surveys.

     

  • Develops Transition Plans to assists families with making transitions into and out of  Head Start programs.

     

  • Facilitates, implements, and maintains records of  Parent S.P.A. events.

     

  • Assists parents in developing skills needed to advocate on behalf of their children.

     

  • Collaborates regularly with classroom teachers on student progress, attendance and other relevant concerns.

     

  • Collaborates with community partners in order to facilitate the delivery of services to children and families.

     

  • Coordinates with center staff to promote parent involvement in the program.

     

  • Completes Notice of Change ,enters changes into ChildPlus, and notifies relevant staff.

     

  • Follow ups enrollment by monitoring and sending attendance letters and discharge letters.

     

  • Processes program discharge of enrollees.

     

  • Maintains confidentiality in accordance with agency policy and according to federal, state, and local regulations.

     

  • Attends required training and staff development activities.

     

  • Performs related duties as assigned.

     

    KNOWLEDGE REQUIRED BY THE POSITION

SUPERVISORY CONTROLS

 

The Family Services Manager assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.

 

GUIDELINES

 

Guidelines include Head Start performance standards, PFCE Framework requirements and Children's Center policies and procedures. These guidelines are generally clear and specific, but may require some interpretation in application.

 

COMPLEXITY/SCOPE OF WORK

 

  • The work consists of related duties in the provision of services to parents. Unique situations faced by each family contribute to the complexity of the position.

     

  • The purpose of this position is to provide assistance to the families of children. Success in this position contributes to provision of educational services to program children contributes to the well being of their families.

  • Contacts are typically with co-workers, parents, children, representatives of community agencies, and members of the general public.

     

  • Contacts are typically to give or exchange information, to provide services, to resolve problems or to motivate or influence persons.

     

    PHYSICAL DEMANDS/ WORK ENVIRONMENT

     

  • The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, bending, crouching or stooping. The employee frequently lifts light and heavy objects.

     

  • The work is typically performed in an office and in client homes. The employee may be exposed to noise and contagious or infectious diseases.

     

    SUPERVISORY AND MANAGEMENT RESPONSIBILITY

     

    None.

     

    MINIMUM QUALIFICATIONS

     

  • Associate’s degree  or Bachelor’s degree required in social work, human services, family services, counseling, child development or a related field; or completion of a Basic Family Services credential with experience in home visiting, social work, family centered service delivery, case management or a related field.

     

  • Competency in basic computer skills with proficiency in word processing and data entry.

 

  • Possession of a valid driver's license for the type of vehicle or equipment used.

 


Job Qualifications:
Associate degree or higher in Social Work or Human Services or related human services field plus experience working with young children and families.Previous experience providing direct services to young children and low-income families; Knowledge and experience in child development and early childhood education. The principles of child health, safety, and nutrition, adult learning principles and family dynamics; Knowledge of the principles of child health, safety, nutrition, adult learning principles and family dynamics; Must be skilled in communication and motivating people; Must have knowledge of community resources and the skills to link families with appropriate agencies and services; Demonstrated ability in public speaking, written and oral communication, and interpersonal relations; and 1304.52 (b)(4); Must be familiar with all backgrounds of families in the program (Reference Head Start Performance Standard 1304.52); Must have access to a car and valid Drivers License; Must obtain CPR/First Aid Certification; Must be able to lift up to 50 pounds; Must be able to perform basic computer applications such as utilizing Time Clock software; Must be able to communicate through company email using Outlook.
